Effective policy change efforts are grounded in data and research. Data is needed to identify and demonstrate problems or issues in the irst place. Research and analysis are also needed to identify policy options or approaches. Policymakers are not expected to just know what policies are best for a given context – to make better decisions, they need evidence. Increasing the accessibility of research is therefore an important way to help strengthen the link between research and policy, and to increase the use of evidence in decision-making.
